Two million people a year wait in public hospital emergency departments for longer than they should, and a further 17,000 spend more than 12 months in queues for elective surgery. The latest snapshot of Australia's health system shows the public sector struggling to hold its own, despite ever-increasing investment, with growth in costs outstripping inflation by 5.6 per cent in 2006-07.
