Health and Human Services Secretary Kathleen Sebelius has appointed Georgina Verdugo as director of the Office for Civil Rights. The office investigates complaints of civil rights violations. It also has enforcement jurisdiction over the HIPAA privacy and security rules––recently expanded under the American Recovery and Reinvestment Act––and over the confidentiality provisions of the Patient Safety Act.
