GAO: Some states using FMAP increases for other purposes

Some states are using a temporary increase in federal Medicaid matching funds to help finance their state budgets, according to a recent Government Accountability Office report. The report examines how 16 states and the District of Columbia are using the temporary increase in the Federal Medical Assistance Percentage (FMAP) provided by the 2009 "American Recovery and Reinvestment Act."
