Centers for Medicare & Medicaid Services (CMS) told hospital leaders that "the future of health care depends on pay for performance". Value-based purchasing, also known as pay for performance, is key to controlling costs in light of the Medicare trustees’ recent estimate that the Hospital Insurance Trust Fund will be exhausted in 11 years. CMS last November proposed a value-based purchasing plan for hospitals beginning in fiscal year 2009.
