Gebbie KM et al. - Policy recommendations such as state legislation for the adoption of comprehensive immunity for volunteer health care workers, and the establishment of a medical review panel as arbitration board are also suggested. The resulting white paper summarizes the issues and provides guidance to individual professionals, institutions in which they work, and emergency planners.

This policy statement was developed through an intensive collaboration with colleagues from many areas of nursing, medicine, emergency preparedness and response. The common commitment to doing the best for our patients and our communities pushed us forward; the desire of many practitioners for easy, formulaic answers sometimes slowed us down. The end result is a blueprint for thinking and planning at the personal and institutional level that can serve us well. It also points to policy changes that would help us all, and may be able to nudge policy makers in the right direction.
